Charles County, MD…Charles County Sheriff Troy D. Berry and Director Ryan Ross of the Charles County Detention Center are pleased to announce that Sgt. Phil Norris ID#2610 was named the recipient of the 2023 Charles County Detention Center Correctional Officer of the Year award.

Throughout his 12-year career, Sgt. Norris has demonstrated exceptional dedication and commitment to his duties, going above and beyond in various aspects of his role within the Agency. As a Crisis Intervention Team Instructor, Sgt. Norris has volunteered his time to train correctional and patrol officers in crisis intervention techniques several times throughout the year. His adeptness in verbal de-escalation has proven invaluable in communicating with individuals experiencing manic episodes, often defusing situations without incident.

Moreover, Sgt. Norris exhibits remarkable patience and tact in handling challenging situations, such as persuading offenders to comply with basic hygiene practices. His ability to formulate multiple strategies for safe resolution reflects his commitment to maintaining a secure and humane environment within the detention center.

Beyond his primary responsibilities, Sgt. Norris actively engages in community service, volunteering for various events, memorials, and agency functions. His exceptional service on the Honor Guard has been recognized with the Sheriff’s Award, underscoring his professionalism and dedication during solemn occasions, including funeral processions for retired officers.

As the CCDC Honor Guard Coordinator, Sgt. Norris delegates tasks to team members during missions, ensuring the highest standards of performance are upheld. Additionally, his involvement in the Search Management Team showcases his willingness to serve, often dedicating extensive hours to locating critical missing persons, even after completing his regular shifts.

Sgt. Norris’s contributions extend beyond his operational roles; he has also played a pivotal role as a recruiter, assisting with recruitment events at local high schools and supporting neighboring jurisdictions with their promotional processes. His continuous pursuit of professional development, including completing a rigorous three-week Leadership Training, exemplifies his commitment to excellence.

“Sgt. Norris exemplifies dedication and teamwork, consistently providing exceptional service. We are proud to recognize him as Correctional Officer of the Year,” said Sheriff Berry. “Sgt. Norris has made a significant impact at the Charles County Detention Center, benefiting both his coworkers and incarcerated individuals. His dedication is truly commendable,” said Director Ross.

Sgt. Norris was presented with a certificate and an American flag that was flown the entire 2023 year at the center point of the Detention Center. The flag is encased in a flag box built by Norris’s coworker, Sgt. Dudley. In recognition of his outstanding contributions, dedication, and commitment to service, Sgt. Phil Norris is named the 2023 Charles County Detention Center Correctional Officer of the Year.
